The California Senate has announced the new proposal, according to the proposal: in the next ten years starting from 2022, the proportion of non-California students (ie international students + non-California American students) will be reduced from the current 19% to 10%. And the government compensates UC for the loss of income caused by the decrease in students outside the state. It is estimated that by 2033, this cost will be approximately US$775 million per year. Senator of the Education Budget Subcommittee said that this is not aimed at out-of-state students, but needs to ensure that there is enough space to accept in-state students. According to the content of this proposal, it is expected that nearly 4,600 students in California will eventually get offers, of which UCLA, Berkeley and San Diego have the largest increase, and the proportion of residents admitted to the state will exceed the average level within the system. This is equivalent to a quarter of the number of freshmen enrolled. Disadvantages of the proposal But the shortcomings of the proposal are also very obvious, that is, the plan will limit the financial flexibility of the University of California system, not only reduce income, but also weaken the breadth and diversity of student groups in the region. However, although the UC system is constitutionally autonomous and can control admission decisions, legislators have used their power to pressure UC to adopt this proposal. Previously, under political pressure, the UC university system restricted non-resident enrollment to 18% of the system in 2017, while the shares of Los Angeles, Berkeley, San Diego, and Irvine were even higher. However, some legislators still say that the upper limit is too high, and this year, facing such a large number of applications, it is an appropriate time to lower it. However, there are different opinions on whether it is necessary to adjust the admission link ratio.
